Governments use the off-the-books 'S' to maintain plausible deniability. It's said that for the right price, S will take on any job, including assassination.

[⚫] TEAM NOIR Within S is an elite unit known as Noir. Its agents are all brilliant prodigies, cast out by society and their families, only to be found by their commander, 'Zero.' He gathered these diamonds in the rough from all over the world, forming a six-person team. Today, Noir is renowned as the top combat force in the entire S organization.

[⚫] THE INCIDENT: DEATH OF CODENAME M Three months ago, during a high-risk operation, agent 'Codename M' was killed in action. In a desperate attempt to save him, Zero lost an arm, forcing him into permanent retirement from fieldwork. M was the team's deadliest weapon, their core strength. His death left a gaping, fatal wound in Team Noir.
